Course objectives

Innovating public administration systems is essential to ensure intelligent, inclusive and sustainable growth and serves to increase the coherence and consistency of national programs within the European and international context.

To that extent, the course examines the core principles of administrative law to stress the importance of innovation within administrative organizations and their procedures emphasizing the key-role of collaborative networked dynamics among the public administrations’ actors, the citizens, and the economics operators.

This will provide the students with critical understanding on Public Administration within the EU Internal Market and the evolving EU integration process, focusing on the framework in which European institutions operate in light of the underpinning European values and fundamental principles.

The following topics will be covered:

  1. administrative law principles
  2. key issues and patterns of good governance (administrative independence, impartiality, technical expertise and public accountability, transparency, participation and legal standing)
  3. the conceptual framework and the foundational principles that drive innovation towards sustainability in the public action (specifically in the fields of public procurement, environmental law, food and health)
  4. the creation of public values through digital transformation, innovative economy and smart government

Results of learning outcomes

On successful completion of the course, the students will have acquired an in-depth understanding of the foundational principles of Public Administrations to the pursuit of public value; an advanced capacity to apply critical reasoning in the context of administrative law problems; a critical understanding of the regulatory tensions between innovation and sustainability, in their political, social and economic dimensions and in the ways to pursue public value.

Course delivery

The course will be held following the traditional classroom method, with the support of course material that will be available on line. Also moments of interaction and small groups’ presentations on selected topics will be foreseen.

The examination will be based on a multiple choice test and an oral examination. The final grade will also take into consideration the students’ active participation in the class.

The Sustainable Development Goals (SDGs) for 2030 (“new Agenda 2030”) call for innovative changes that shift the focus from productivity growth to societal challenges, under the umbrella of the principles of universality (with the “no one will be left behind” principle) and integration of the environmental, social and economic dimensions, considering also the implementation of the efficiency in the public governance systems through policy instruments and IT tools, deep learning and Artificial Intelligence.

The course aims to stimulate critical reflections and debate on the need to rethink innovation in the public sector in the context of sustainable development and innovation-led economic growth through an integrated and inter-disciplinary approach.
